Course Description: Regulatory 101 introduces participants to the regulatory framework that drives utility decision-making and shapes energy efficiency programs across the United States. Participants will explore the regulatory compact, the roles of state and federal regulators, utility cost recovery, and the rate case process while examining how regulatory policy influences program funding, implementation, customer incentives, and market opportunities. By connecting regulatory principles to real-world energy efficiency initiatives, participants will gain the knowledge needed to better engage utilities, understand program drivers, and position their organizations as strategic partners within the regulated utility environment.
Learning Objectives:
Describe the purpose of utility regulation and explain how the regulatory compact supports the delivery of safe, reliable, and increasingly energy-efficient utility services.
Identify the regulatory entities, stakeholders, and policy drivers that influence the design, funding, and oversight of utility energy efficiency and demand-side management programs.
Explain how utility cost recovery, revenue requirements, and rate cases affect investments in energy efficiency, grid modernization, and customer programs.
Analyze how regulatory decisions shape energy efficiency program priorities, customer incentives, performance metrics, and market opportunities for implementation partners.
Evaluate strategies for effectively engaging utilities and regulators by aligning energy efficiency solutions with regulatory objectives, customer needs, and public policy goals.
